  • Nepal Blocks Over 5 Lakh Websites in Sweeping Crackdown on Online Content

Kathmandu: In a sweeping move, the Nepalese government has blocked access to over 5 lakh websites, raising concerns about freedom of expression and heavy-handed censorship. The Telecommunication Authority of Nepal (NTA) has cited concerns over pornography, cryptocurrency, online gambling, and the potential for social disruption as justification for the mass closures.

The crackdown began with the shuttering of numerous pornography websites, following recommendations from various agencies and former Communication Minister Gokul Baskota. Baskota argued that easy access to such material fuels violence and societal distortion, a claim that echoes anxieties about the internet's moral influence. Legally, the Nepalese government can point to Section 121 of the Civil Crimes Act and other prevailing laws that prohibit the exchange and transmission of sexually explicit material.

However, the NTA's reach extends beyond pornography. Over 100 cryptocurrency and online gambling websites have been blocked in accordance with Nepal Rastra Bank's directive to regulate the digital currency market and curb illegal gambling. This move aligns with the global trend of governments grappling with the volatile and often unregulated world of cryptocurrency.

Perhaps the most controversial decision is the ongoing ban on the popular game PUBG. The Central Bureau of Investigation (CBI) initiated the ban in 2019, citing concerns about the game's negative impact on children's mental health. While the Supreme Court issued an interim order quashing the ban and demanded justification, the case remains pending, leaving the fate of PUBG in Nepal uncertain.

The NTA's actions have also extended to news portals. At the request of the Nepal Press Council, around 100 online news outlets have been shut down for alleged legal violations. The council differentiates between permanent closures for illegal portals and temporary suspensions for those willing to comply with regulations, raising questions about the criteria for such measures.

Unsurprisingly, the government's digital dragnet has sparked debate. While some Nepalese citizens support the NTA's efforts to protect societal values and vulnerable groups, others fear a slippery slope towards censorship and a rollback of individual freedoms. This tension between government control and personal liberty reflects the broader anxieties surrounding digital governance in the 21st century.

The Nepalese case is emblematic of the complex interplay between evolving technologies, cultural anxieties, and the power of the state. As Nepal navigates the uncharted territory of internet regulation, it must find a delicate balance between protecting its citizens and upholding the fundamental right to free expression in the digital age. Only then can the country ensure a truly open and inclusive online space for all its citizens.
