The subject committee has shown interest in the vehicle facility being used by the leaders of the ruling parliamentary party in Far West Province.

Khagraj Bhatt, leader of the Parliamentary Party of the Maoist Center and Ghanshyam Chaudhary, the leader of the CPN Unified Samajwadi Party, and Ghanshyam Chaudhary, the leader of the Civil Liberties Party, have been taking the vehicle for a long time now.

The Public Accounts Committee has sought an answer from the Provincial Assembly Secretariat regarding the vehicle facility they are taking.

"After listening to the complaints that they have taken the government vehicle facilities against the law, we have asked the secretariat for information on the matter," said Bikram Singh Dhami, a senior member of the committee.

Although there is no clear mention in the First Amendment Act 2079 regarding the remuneration and facilities of the officials and members of the Provincial Assembly, the leaders of the ruling party are using the vehicles.

The leader of the Congress parliamentary party, which is currently leading the ruling party, is the Chief Minister. Apart from that, the law and the schedule regarding the vehicle facilities used by others are conflicting.

According to section 6 sub-section 1 of the First Amendment Act 2079 related to the remuneration and facilities of the officials and members of the Provincial Assembly, now all the leaders of the ruling parliamentary parties here are providing car facilities. According to Schedule 1 in the same act, fuel and mobile will be provided to those officials through additional facilities.

However, Schedule 1 does not recognize the leader of the ruling parliamentary party. The schedule in the said Act does not mention that any facility will be given to the leader of the ruling parliamentary party.

In the schedule, it is mentioned that facilities will be given to the Speaker, Leader of the Opposition, Deputy Speaker, Chief Whip/Chairman of the ruling party, and Whip of the ruling party/Chief Whip of the opposition party.

After the subject committee asked for an answer on this matter, the issue of asking for a vehicle from the party leaders is now being discussed. This issue has been discussed before, now after questioning the committee itself, there is a matter of writing a letter to him to return the vehicle", said Speaker Bhim Bhandari.

Speaker Bhandari said that a letter will be sent to the party leaders to return the vehicle after a few days. Khagraj Bhatt, the leader of the Maoist Parliamentary Party, rode the Jhandawal vehicle until January 26 if he was appointed as a non-departmental minister on December 27.

Why was the vehicle facility given?

After Chief Minister Rajendra Singh Rawal did not receive a vote of confidence on January 26, the government collapsed and Maoist Parliamentary Party leader Bhatt said that he was the opposition a few days later, he took the vehicle as per the service given to the leader of the opposition party.

Until then, the UML-Maoist alliance was at the center. However, after the UML-Maoist alliance became the Maoist-Congress alliance, on February 21, the Maoists also gave a vote of confidence to the Congress government in the Far West government.

Maoist, which was the main opposition party, became the ruling party, but Bhatt did not return the vehicle given to him when he was the main opposition party.

Now Rajendrasinh Rawal, the leader of the UML parliamentary party, is riding as the opposition party in Sudurpaschim Province. On the 21st, the leader of the CPN Unified Socialist Parliamentary Party, which has 4 MPs, Dilig Sodari, and the leader of the Civil Liberation Parliamentary Party, which has 7 MPs, Rameshwar Chaudhary, also took the convenience vehicle. On the 7th Baisakh, Civil Immunity changed the leader of the party. Ghanshyam Choudhary started taking the vehicle facility that Rameshwar got for a few days.

The facilities which are in the Act and which are not in the schedule of the same Act are being taken by the leader of the ruling parliamentary party of Far West Province.

Immediately after the vote of confidence, the leaders of the ruling parliamentary party asked the speaker to provide a vehicle saying that they were going to participate in the presidential and vice-presidential elections.

Even though it was not on the schedule, after the vehicle got stuck at the provincial assembly secretariat, Speaker Bhim Bhandari said that he would not provide oil, mobile, and driver facilities and that he would provide vehicles for the time being.

Some time ago, Speaker Bhandari suggested to the leaders of these three parties either to return the vehicle or to amend the schedule. Since the schedule has not been amended so far, now they are going to write a letter to ask for the return of the car.
