According to the Federal Parliament Secretariat, 160 people attended the meeting on Friday. Out of that, only 50 people were present, so the proposal to consider the Monitoring and Evaluation Bill 2078, which came with a message from the National Assembly, could not be presented for decision. The meeting of the House of Representatives has been adjourned due to the lack of quorum.

Friday's meeting of the House of Representatives is the twelfth meeting after the general election held on December 4.

In the previous term, the problem of not reaching the quorum in the House of Representatives and the subject committees of the House of Representatives (Parliamentary Committee) appeared as a big problem. In the 12th meeting after the election, which began with a promise that such a problem would not be repeated, the business of the Parliament could not proceed without reaching a quorum.

At the meeting of the House of Representatives on Friday, Prime Minister Pushpa Kamal Dahal Prachanda had on the agenda to present a proposal to consider the Monitoring and Evaluation Bill 2078, which came with a message from the National Assembly.

According to the agenda, Communication and Information Technology Minister Rekha Sharma presented the bill in the House of Representatives on behalf of Prime Minister Prachanda. The MPs participated in the discussion. Communications Minister Sharma answered the questions raised in the discussion on behalf of the Prime Minister.

After that, Speaker Devraj Ghimire tried to present the proposal for consideration on the bill. Soon after, Nepali Congress chief whip Ramesh Akhtar demanded to determine the quorum.

After ringing the bell for 3 minutes, it was found that only 50 MPs were present in the House of Representatives. A quarter of the 275 MPs (69 MPs) is required for the bill to be presented for decision.

Provisions regarding this are in Article 94 of the Constitution. Where it is said, 'Except as otherwise written in this constitution, no question or proposal shall be presented for decision unless one-fourth of the total number of members are present at the meeting of any house of the Federal Parliament.'

The chief whip, Ramesh Akhtar, said, "Since the government and the ruling party have become depressed, this disease has gradually moved to the other side (opposition) as well." Because there was an infection. Now the opposition will automatically become depressed.'' His question is, 'Mr. Speaker, how will the opposition raise enthusiasm after the enthusiasm of the government has died?'
Speaker Ghimire adjourned the meeting of the House of Representatives after a quarter of MPs were not present. The next meeting has been called for Monday afternoon at 1 p.m.

The chief whip author of the Congress says that it is sad that the quorum was not reached in the first session after the general election. "In the beginning, the government of Nepal was very indifferent to this house," he added, "after the government became indifferent to the house, the ruling party became indifferent."

Mentioning that there are many parties in the ruling party, he said, "That number (MPs of the ruling party) is too many to count." So, the number of quorum in the House is not enough.'' He admitted that the trend of not attending the Parliament has also appeared in the opposition as the government and the ruling party are depressed.

He adds, 'The bill is good, we have been saying that we welcome it. However, the quorum is not enough. It is not good to be so depressed at the beginning.
